A new Law on Structural Support and State Aid in Fisheries and Aquaculture for Montenegro

The "Knowledge for Reform Action in the Western Balkans" Programme, funded by the Kingdom of Norway and implemented by UNOPS, supported the Ministry of Agriculture, Forestry and Water Management in drafting a new Law on Structural Measures and State Aid in Fisheries and Agriculture in line with EU Regulations and DG MARE comments. 

The new Law represents a significant step toward harmonization with EU regulations under Chapter 13 – Fisheries. It defines objectives and priorities consistent with EU goals, while enabling the establishment of a control and management system, which remains one of Montenegro’s top priorities in strengthening administrative capacities. 

Fisheries represent an important national achievement for Montenegro and a strong confirmation of the country’s progress on its path toward EU membership. The new Law demonstrates that Montenegro has succeeded in building a modern and efficient fisheries system fully aligned with the EU acquis. The completion of Chapter 13 shows that the country has strengthened its institutional capacities, improved fisheries management, enhanced inspection and control systems, and established reliable mechanisms for data collection, traceability, and transparent market operations. In practical terms, this means that Montenegrin citizens can rely on safer and bettercontrolled fish and seafood products, while producers and fishers benefit from clearer rules, a more predictable business environment, and better access to European markets. For coastal communities, the results translate into new opportunities for investment, economic growth, and job creation. 

The closure of Chapter 13 will confirm Montenegro’s commitment to sustainable fishing and responsible use of marine resources. This achievement reflects years of coordinated work by national institutions, the fishing sector, and strong cooperation with the European Commission.
