A new Public Procurement and Public–Private Partnership Strategy for Montenegro

The "Knowledge for Reform Action in the Western Balkans" Programme, funded by the Kingdom of Norway and implemented by UNOPS, supported the Government of Montenegro, specifically the Ministry of Finance, in drafting the Public Procurement and Public–Private Partnership Strategy 2026–2030 and its accompanying Action Plan. 

The work encompassed detailed discussions on key reform areas — including digitalisation, transparency, strategic procurement, and improved oversight — and ensured continued alignment with EU standards, particularly following the recent closure of Chapter 5 – Public Procurement. A significant achievement during the assignment was the launch of the public consultation process on 11 November 2025, marking a key step in ensuring transparency, inclusiveness, and stakeholder ownership.

Public consultations provide valuable insights from contracting authorities, the private sector, civil society, and the expert community, offering a broader perspective on practical challenges and strengthening the legitimacy and quality of the final document. The assignment concluded with a final meeting with the Ministry of Finance, where key findings, policy recommendations, and strategic priorities were presented and validated. The Ministry confirmed that the Strategy reflects both national priorities and EU integration commitments, particularly in areas such as strategic procurement, strengthening institutional capacity, and improving the governance of public-private partnerships. The Strategy is still in draft form until formally adopted by the Government.

The activities carried out within this assignment are central to strengthening transparency, accountability, competitiveness, and alignment with the EU acquis, particularly following the closure of Chapter 5 – Public Procurement in June 2025. This assignment supports public understanding of how assistance and expertise contribute to improved governance, efficient public spending, and economic opportunities for citizens and businesses.
