Protecting public health: Preparing a register of Volatile Organic Compounds (VOC) operators to meet EU standards

Context and goal

The Industrial Emissions Directive (IED) is the main EU instrument regulating pollutant emissions from industrial installations. Implementing the IED reduces pollutant emissions from industry, especially to air, and it helps shape strong environmental standards among Member States, industry and environmental NGOs. In the context of fulfilling closing benchmarks for Chapter 27 Environment and climate change and pursuant to the IED, Montenegro needs to identify installations using organic solvents.

UNOPS is supporting the Ministry of Ecology, Spatial Planning and Urbanism of Montenegro to create a register of Volatile Organic Compounds (VOC) operators of installations to comply with the requirements of the IED and the Regulation concerning the establishment of a European Pollutant Release and Transfer Register (E-PRTR). The goal is to improve capacities of relevant institutions and operators in regard to VOC control.

SDGs contribution

The assignment directly supports SDG 3: Good Health and Well-being by increasing Volatile Organic Compounds (VOC) control, with positive impact on public health. The assignment also supports SDG 11: Sustainable Cities and Communities by reducing the degradation of atmospheric air quality, the incidence of acid rains and greenhouse effects, as well as reducing pollutants in water and soil – ultimately protecting human, animal and plant health.
